Guest intent

Water first, everything else second.

Official City and destination material describes Newport Beach through its harbour, beaches, boating, fishing, swimming, surfing and aquatic activity, alongside dining, outdoor recreation and retail. That is a distinct trip from an Anaheim parks-and-convention stay or a Laguna gallery weekend, and it rewards very specific listing detail.

Access to water beats distance to water. Say which beach or dock, how you get there on foot, and what the walk is actually like carrying gear.
Parking is the deciding practical fact. Give the number of spaces and where they are. Permit conditions commonly set vehicle limits.
Holiday weekends operate differently. The City publishes Safety Enhancement Zones, including a West Newport zone, where fines for infractions are tripled over Memorial Day weekend, the Fourth of July and Labor Day weekend.

31 October, every year.

Renewal and transient occupancy tax forms are mailed at the end of September and both are due back by 31 October. The City states postmarked mail is not accepted, so this is a hand-delivery or early-post obligation.

Compliance

Waste, noise, vehicles.

The City enforces SB 1383 waste separation with inspections and states fines start at $1,000 per violation. Guest-facing signage for trash, recycling and organics is part of the operating setup, not a nicety.

Can I get a new short-term lodging permit in Newport Beach?

Not on the day we checked. The City FAQ states the maximum number of active short term lodging permits is limited to 1,550 at any time, and that no new permits are being issued until the active count falls below 1,550. A waitlist is published. Confirm the current position with the City, because the count moves. Checked 2026-09-20.

Which zones qualify?

The City FAQ names R-1.5, R-2 and RM. It defines short-term lodging as renting a residential unit for 30 consecutive days or less, including home sharing, and the City provides an address lookup. Check the parcel zoning rather than the street.

What tax applies?

The City FAQ gives transient occupancy tax as 10% of the lease amount, under NBMC 3.16, with short-term lodging itself under NBMC 5.95. Renewal and tax forms are mailed at the end of September and due back by 31 October.

Does my HOA matter here?

Yes. The City FAQ states it is up to the owner as a member of the association to review their CC&Rs and to follow up with the HOA before advertising or applying for licences and permits.
