The three Ms in Tucson
Tucson is not one market and not one rulebook. A house in the Catalina Foothills may sit in unincorporated county; a house ten minutes north may sit in Oro Valley with its own license. The plan starts there.
Management of revenue
Visit Tucson records January and December daytime highs around 65–66°F against 98–101°F in July and August. Demand follows that curve, with dated spikes on the gem shows and the university calendar. Rates, minimum stays and your own dates are set with you.
Marketing the home
Saguaro National Park has an east and a west district about 30 miles apart, so “near the park” means two different drives. Photography and listing copy describe the route this house actually has, across the major channels plus a direct one.
Maintenance and care
NWS Tucson defines June 15 to September 30 as the monsoon and names extreme heat, lightning, dust storms, flash flooding and outages among its hazards. Cooling checks, drainage, secured outdoor furniture and a storm message plan are scheduled, not improvised.
Guest fit
Official visitor and park sources describe a handful of trips the region reliably supports: desert park time on either side of the city, a University of Arizona visit, the winter gem shows, a food-led trip in what UNESCO named the first Creative City of Gastronomy in the United States in 2015, and cycling. The home has to sit credibly inside one of them.

Visit Tucson describes the Foothills as a front-row seat on the Santa Catalina Mountains with galleries, golf, dining and shopping. Much of it is unincorporated Pima County, which changes the whole compliance path.

Tanque Verde and the east side
Closest to Saguaro National Park's Rincon Mountain District. Wash proximity, drainage and storm exposure belong in the operating plan, and the parcel is often unincorporated county.

Mild days and long stays. Confirm event dates, refresh trail and drive-time notes, and make the home comfortable on cold desert mornings as well as warm afternoons.
Visit Tucson calls the Tucson Gem Shows the largest event of their kind in the world. Parking, loading, security and quiet-conduct instructions get rewritten for the window, and minimum stays are set deliberately.
Cooling reliability comes first. NWS Tucson calls excessive heat by far the number-one weather-related killer in Arizona. Shade, hydration guidance, pool readiness and an after-hours contact carry the stay.

The parcel does, not the mailing address. A home inside the City of Tucson, inside the Town of Oro Valley, inside the Town of Marana or in unincorporated Pima County follows four different paths. Oro Valley and Marana both publish their own short-term-rental licensing requirements. Confirm the parcel first, then work through Tucson regulation watch.
Often not. Much of the Catalina Foothills is unincorporated Pima County even though the postal address reads Tucson. That changes which license, which inspection regime and which contact applies, so confirm the parcel with the County before borrowing a City checklist.
The Arizona Department of Revenue states that income from renting a residence for fewer than 30 days is subject to Arizona transaction privilege tax, and that a city business license is a separate thing from a TPT license. ADOR also states that all Arizona counties require residential rental properties to be registered with the County Assessor. Confirm your classification and reporting with ADOR.
