The three Ms up here

Revenue, marketing and maintenance, decided at the parcel.

A regional average says nothing about a steep Cedar Glen driveway or a Crestline cabin two blocks from the park. Every plan starts with the address, the guest it can honestly serve and what it costs to run through a mountain winter.

Management of revenue

A calendar built on weekends.

The Sheriff's Twin Peaks Station describes a mountain population of nearly 36,000 residents that swells past 85,000 on weekends and holidays. That shape rewards deliberate minimum stays, holiday rules and owner dates set with you rather than around you.

Marketing the home

Sell the outing this house supports.

Photography, listing copy and paid media built on what the address really offers: a Lake Gregory family base, a Village-adjacent retreat, a wooded Twin Peaks reset. Listed across the major channels plus a direct channel.

Maintenance and care

Built for snow, freeze and fire season.

County snow guidance calls a road passable under eight inches of snow, open to travel with a properly equipped vehicle and chains on all drive wheels. Plowing, freeze protection and defensible-space work are scheduled around reservations, with approvals routed to you.

Guest fit

Who books a cabin here, and what they expect.

Official and destination sources describe three reliable trip themes: County-run recreation at Lake Gregory in Crestline, Village and mountain activity around Lake Arrowhead, and a quiet forest base on the Rim. Snow weekends and Inland Empire summer escapes stack dated demand on top.

  • Lake Gregory guests want trails, the summer swim beach, non-powered boating, fishing and a clear pet policy.
  • Village-oriented guests want a short drive, easy parking and an honest description of what the home actually includes.
  • Snow-weekend guests want a plowed approach, warm arrival, chain guidance and somewhere to dry gear.
  • Twin Peaks and Blue Jay guests want quiet, reliable heat and a driveway they can get into after dark.
About the lake. Lake Arrowhead is a private lake. The Arrowhead Lake Association says residential property owners in Arrowhead Woods are eligible for membership, with exceptions, and that membership is required for boating access. No listing should imply lake or boating access unless the property's own rights and the current guest process support it.

Neighborhood lenses

One mountain, several different stays.

The Countywide Plan groups these places into separate planning communities, and guests feel the difference. The area story has to match the home's real route, parking and private rules.

Lake Arrowhead and Arrowhead Woods

Village days, private-lake caveats.

Village activity, the tour boat and mountain drives are easy to describe. Lake and boating rights are not: they follow association membership tied to eligible properties, so the listing has to be exact.

Crestline and Lake Gregory

A public lake and a family day.

The County documents 2.3 miles of hiking trails, a summer inflatable waterpark and swim beach, dog parks, and year-round non-powered boating and fishing. That is a concrete booking story.

Twin Peaks and Blue Jay

A quiet base on the Rim.

Wooded lots, short hops to both lakes and a calmer setting. Driveway grade, winter access and exterior lighting do more for these stays than any decorative upgrade.

Cedar Glen

The east end, and its access questions.

Forested and close to the water, with private-road and easement questions that belong in the review before anything is photographed or listed.

Rim of the World corridor

The drive is part of the trip.

Most guests arrive by mountain highway. Route notes, chain expectations and a realistic drive time are part of the product, not an afterthought.

The operating year

Four seasons of work, planned before the guest arrives.

Qualitative planning context from County and destination sources. Not a demand forecast and not a monthly revenue allocation.

  1. Winter: access first

Plow plan, chain guidance, freeze protection, exterior lighting and a warm arrival. County road status is described as passable, open or clear, and guests need to know which one to plan for.

  2. Spring: the thaw review

Drainage, decks, roof debris, access surfaces, heating and moisture controls after the snow leaves. Shoulder-season stays are easy to serve once the exterior has been looked at.

  3. Summer: lake and forest use

Lake Gregory's swim beach and waterpark season carry Crestline stays. Homes elsewhere lead with shade, outdoor space and the drive up out of the heat below.

  4. Fall: fire-aware reset

Defensible space, roof and ground debris, firewood handling and a heating check. The County's fire-hazard abatement communication names Lake Arrowhead, Crestline and Twin Peaks among its mountain inspection communities.

Amenities with a purpose

What carries a mountain stay, and what it costs to run.

  • A driveway a guest can actually use. Grade, turning space, snow storage and a named plow responsibility. The least glamorous amenity here and the one that saves the most stays.
  • Reliable heat, and protection from freezing. Documented heating, insulation and a freeze routine for pipes and exterior lines, checked between stays rather than after a call.
  • Hot tub and covered outdoor space. A strong draw after a snow or trail day, with water care, freeze protection, safe access in ice and clear guest rules budgeted alongside it.
  • Fireplace or wood stove, operated safely. A property-specific safety and cleaning protocol, fuel handling and an owner decision about whether guests may use it at all.

Rules and jurisdictions

One destination. Specific jurisdictions.

A marketing area is not a permit boundary. Lake Arrowhead, Crestline and Twin Peaks are unincorporated, so San Bernardino County permits short-term rentals here, not a city. Match the parcel first, then work the permit, the mountain operating standards, the tax and the private documents separately.

AuthorityWhat to checkOfficial source
Unincorporated San Bernardino County — short-term rental permitCounty Code EnforcementThe County says a short-term rental permit is required to advertise and rent a home in the unincorporated desert and mountain regions for 30 consecutive calendar days or less, and that short-term rentals are only allowed in those two regions. There is no County-wide cap, but the County does limit permits by parcel and by owner: a maximum of two permits on a parcel of two acres or greater, one on a parcel under two acres, and no owner is eligible for more than two permits in total, including partial ownership, unless the permit predates the July 2022 ordinance update. A unit inside a multi-family project is not eligible, and an alternative shelter such as a travel trailer, RV, tent, yurt or recreation cabin cannot be permitted at this time. Permits run one year, do not transfer with a sale, and the new owner must apply again. Per the County pages checked 2026-09-20.About Short-Term Rentals

County Mountain Region operating standardsSpecific to these communitiesThe County's Operational Standards Guide sets rules that only bite up here. In the Mountain Region, solid-fuel outdoor fireplaces, chimineas, barbecues and fire pits are prohibited, and animal-proof trash containers are required unless the County-approved hauler discourages them. Parking areas have to be kept clear of obstructions, expressly including excessive snow, and every vehicle must park on the property — no street and no off-site parking. A snow-removal contact name and phone number has to be posted inside the unit alongside the permit and the evacuation map. Occupancy comes from bedrooms verified against Assessor and Building records, quiet hours run 10 p.m. to 7 a.m., and outdoor lighting must be shielded, aimed down and switched off by 11 p.m. Per the guide checked 2026-09-20.Operational Standards Guide for Short-Term Rental Owners and Operators (PDF)

Lodging taxCounty Tax Collector · State of CaliforniaCompliance with the County's Uniform Transient Occupancy Tax is a permit requirement, a TOT certification is part of the application packet, and the County routes rate and filing questions to the Treasurer-Tax Collector. California runs no statewide lodging tax: the Department of Tax and Fee Administration administers sales and use tax and a set of special taxes and fees, and does not list transient occupancy tax among them. Lake access here is the clearest example. The Arrowhead Lake Association says residential property owners in Arrowhead Woods are eligible for membership except Lakewood tracts A and B, and that membership is required for boating access — a right tied to the owner and the property, not to the deed alone and not automatically to a guest. Applicability

  • These source-linked summaries are educational. They are not a determination that a particular property may rent, and a source check is not legal advice or Casago business approval.
  • Confirm the exact parcel is unincorporated and inside the County's Mountain Region before applying any of this. Nothing here imposes a County rule on an incorporated city elsewhere in San Bernardino County.
  • Full dated jurisdiction detail lives in regulation watch.

Owner questions in this market

Do I need a permit to rent my Lake Arrowhead, Crestline or Twin Peaks home for short stays?

Yes, if the parcel is unincorporated. These three communities have no city government, so San Bernardino County permits short-term rentals here. The County requires a permit to advertise and rent a home in the unincorporated mountain and desert regions for 30 consecutive days or less, allows at most one permit on a parcel under two acres and two on a parcel of two acres or more, and caps any one owner at two permits. A unit in a multi-family project cannot be permitted. Confirm the parcel first, then apply before you advertise. Per County pages checked 2026-09-20.

Can I tell guests they get access to Lake Arrowhead?

Only if the property's own rights and the current guest process support it. Lake Arrowhead is a private lake. The Arrowhead Lake Association says residential property owners in Arrowhead Woods are eligible for membership, except Lakewood tracts A and B, and that membership is required for boating access. Lake Gregory in Crestline is a County regional park and a different situation.

Who deals with snow at the house?

Plowing a private driveway is the owner's arrangement, not the County's. County snow guidance describes public road status as passable, open or clear, says passable travel may need chains on all drive wheels and a properly equipped vehicle, and prioritizes primary roads during large events. A named plow contact and a guest arrival plan belong in the operating plan before winter.

How do I get a property-specific number for my home?

This public site does not calculate property-specific results. Choose See your property's opportunity to continue to the Owner Portal and select I'm considering the program. Existing owners select I'm an owner. The portal handles any individual results under its own permissions.
