Newport Beach says short term lodging is limited to certain residential districts and requires a business licence and a permit. Laguna Beach's current program requires multiple city approvals, and San Clemente uses distinct STLU and STAR pathways. Those differences make an address-level municipal review the first area-fit decision.
Only a parcel confirmed as unincorporated Orange County belongs in the County process; County materials cannot be carried into an incorporated city. After jurisdiction, review the home itself: practical arrival and parking, approved layout, exterior conditions, local access and private documents. An HOA, condominium declaration, lease or deed restriction is separate from city or County review and may change what is realistic to market or operate.
