Which rules and permits apply to a Tucson vacation rental: the parcel question first, then Arizona TPT, county registration, the local license and the private documents.

“Tucson” is a postal address across a much wider area than the incorporated city. A Catalina Foothills or Tanque Verde address frequently sits in unincorporated Pima County. A home a few minutes north may be inside the Town of Oro Valley, and one to the northwest inside the Town of Marana. The four are genuinely different rulebooks, and borrowing one town's checklist for another parcel is the most common and most expensive mistake here. Confirm the jurisdiction before you spend anything on photography or a launch date.
The Arizona Department of Revenue describes TPT as a tax on the vendor for the privilege of doing business in the state rather than a true sales tax, and states that income from renting a residence for fewer than 30 days is subject to it. The same page is explicit that a property owner may also need a business license from the city where the residence sits, and that a city license is a different thing from a TPT license. Licensing runs through AZTaxes.gov. Where 100% of the income comes through an online lodging marketplace, ADOR describes reporting the income and deducting it under code 775, with the marketplace registered to collect and remit. Stays of 30 or more days are treated as residential rental rather than short-term lodging, so a change in stay mix is also a tax question.
ADOR states that all Arizona counties require residential rental properties to be registered with the County Assessor, and notes possible penalties where a property is not correctly registered. The Town of Marana lists Pima County Assessor registration among the items to have in hand before applying for its own license. Registration is a registry entry, not an operating license, and it does not make the home compliant with a city or town.

Oro Valley requires registration of every short-term and vacation rental under Ordinance No. (O)23-01, effective February 3, 2023, administered by Community and Economic Development. The Town page checked on 2026-09-19 lists proof of a valid TPT license, the full name, address and 24-hour telephone number of an emergency point of contact, neighbor notification, and evidence of liability insurance in the aggregate of at least $500,000. It states an $80 fee and prohibits non-residential uses including retail, restaurant, banquet space and event center.
Marana licenses short-term rentals through Finance. Its page checked on 2026-09-19 lists a valid TPT number, Pima County Assessor registration and evidence of liability insurance for every hosting platform as pre-application items, and states a $60 new license application fee per business, a $40 annual renewal and a $10 late fee if paid 15 days after expiration. Owners must give neighbor notification using the Town's templates and file a Neighbor Notification Attestation before the rental start date, and report changes to business information within 10 days.
The City of Tucson states that it does require business licenses for businesses operating in Tucson and points to Chapter 19 and Chapter 7 of the City Code. Neither City page reviewed on 2026-09-19 names short-term or vacation rental as its own license category, so confirm the current category and process for the address with the City License Section. The City also notes that tax licenses for all Arizona cities and towns are administered by the Department of Revenue, with Tucson filings using region code TU.
For a confirmed unincorporated parcel, the Pima County Development Services page reviewed lists building, zoning, addressing, site development, septic and code-compliance permits and does not describe a countywide short-term-rental program. An absence on a web page is not permission. Confirm zoning, fire, flood and wastewater requirements for the address with the County.
HOA and condominium declarations, CC&Rs, rules, parking policies, leases and deed restrictions can prohibit short-term rental, set a minimum term, limit guest parking or bar guests from shared amenities. A public license does not override any of it. An insurer may also treat paid guest use differently from owner occupancy. Get the documents, read the rental and guest sections, and ask for any written determination before you spend on photography.

Confirm your own filing duty with ADOR.
The private documents control, regardless of any public license. Ask the association for a written position, and consider whether stays of 30 nights or more, if permitted, fit the home instead.
