Short answerFor a home physically in Scottsdale and offered for fewer than 30 days, follow the City's sequence: obtain the Arizona TPT license, apply for the annual City license for each property, complete the neighbor-notice and insurance-attestation steps, register the rental with Maricopa County before occupancy, and display the required in-home notice. A City license is not an HOA or deed-restriction clearance.
The City states that the annual Scottsdale license applies to each property rented for fewer than 30 days and lists a $250 annual fee per property (per the City page checked 2026-09-19). Its owner page says a valid TPT license is required before the City application, requires neighbor notice within 30 days of receiving the license or whenever contact information changes, and requires liability coverage of at least $500,000, directly or through an online lodging marketplace. Owners must display the required notice inside the front door, and properties with a pool, hot tub or spa have pool-barrier requirements. Under City Ordinance 4719, short-term rentals cannot be used as commercial event venues.
Keep the layers distinct. The Maricopa County Assessor describes rental registration under A.R.S. § 33-1902, requires an out-of-state owner to name an Arizona statutory agent, and states that the incorporated municipality, not the Assessor, handles code enforcement. ADOR explains that transient lodging for stays under 30 days remains subject to TPT and that a $0 return is still due for a filing period with no rentals; confirm classification, registration and reporting. Private HOA, condominium, CC&R, lease, parking and shared-amenity rules aren't resolved here and need their own document review before launch or renewal.
