Which rules, permits and HOA checks apply to a Scottsdale vacation rental? The City license, Maricopa County registration, Arizona TPT and private documents, in order, with official sources.

Scottsdale is a marketing area as much as a city. Some homes with a Scottsdale address sit in a neighboring city or in unincorporated Maricopa County, where the City license below does not apply and something else does. The Maricopa County Assessor's parcel search settles the question. Look the home up, read the jurisdiction, and then you know which local rulebook you are working from.
The City of Scottsdale states that all properties offered for rent for less than 30 days require a Scottsdale license, one per property, renewed annually, with a per-property fee listed on the City page. The owner page checked on 2026-09-19 lays out what comes with it. A Transaction Privilege Tax license with the Arizona Department of Revenue is required first. Within 30 days of receiving the license, and any time the contact details change, you notify adjacent single-family properties and same-floor multi-family residents with the license number, the property address and a 24-hour emergency contact. The property must carry liability coverage of at least $500,000, directly or through an online lodging marketplace (per the City page checked 2026-09-19). A notice in 14-point or larger bold type, shielded and displayed inside the front door, is required. A pool, hot tub or spa brings pool-barrier requirements. And under Ordinance 4719, the home may not operate as a commercial event venue: no weddings, corporate events or large parties.
The City's Short-Term Rental Resource Center at str.scottsdaleaz.gov lets anyone look up a property and see its license status. Assume neighbors will.

Arizona law (A.R.S. § 33-1902) requires residential rental property to be registered with the County Assessor. The City says this must be done before the property is occupied and that renting an unregistered property is illegal. Registration is a registry entry, not an operating license. Out-of-state owners must name an Arizona statutory agent. The Assessor is clear that it keeps the registry while the incorporated municipality handles code enforcement, so a County registration does not make you compliant with the City, and vice versa.
ADOR classifies stays of fewer than 30 days as transient lodging subject to TPT. You get the license through AZTaxes.gov, and a return is due for every filing period, including a $0 return for a period with no rentals. Where an online lodging marketplace collects and remits, ADOR describes how the owner still reports the income and takes a deduction. A property manager can file on your behalf, but ADOR notes the owner remains ultimately liable. Residential rentals of 30 or more consecutive days follow different rules, so a change in stay mix is also a tax question.
HOA and condominium declarations, CC&Rs, rules, parking policies and leases can prohibit short-term rentals, set minimum terms, limit guest parking or bar guests from shared amenities. A City license does not override any of that. Get the documents, read the rental and guest sections, and ask for any written determination before you spend on photography.

The City's license applies to properties offered for fewer than 30 days. Longer stays fall outside that definition, but County registration, state tax rules and your HOA still apply. Confirm the current City definition before relying on it.
ADOR says a property management company can file and remit on the owner's behalf, but the owner remains ultimately liable for the taxes owed. Keep your own copies.
The private documents control, regardless of any City license. Ask the association for a written position and consider whether stays of 30 nights or more, if permitted, fit the home instead.
