What the rule means in practice
Listing copy, photography and furnishing all change. A guest staying 29 nights needs storage, a workspace, laundry, a real kitchen and a car park — not a weekend’s worth of styling.
A 7-night minimum applies from one week before the tennis tournament until three days after it ends. That is the only shorter-stay window the City page describes, and it is worth planning around deliberately.
The City publishes an opt-out form letter for common interest developments and an HOA opt-out map. Whether your association has opted out is a question for the association and the City, not an assumption, and it changes the minimum stay only.
Two more things from the City page: licences grandfathered in July 2015 are described as permanently expired, and the ordinance requires a local contact available 24 hours a day, seven days a week, plus a Good Neighbor Brochure with every rental agreement. Transient occupancy tax is stated at 12.25% effective January 1, 2019, remitted quarterly, with a return due even in quarters with no revenue.
Generally not on a new licence. The City page, checked 2026-09-20, states that a property owner wanting a new short-term rental license and permit is restricted to a 29-night minimum throughout the year, with the exception of the tennis tournament, which allows a 7-night minimum from one week preceding until three days after the tournament ends. An association can opt out of the minimum-stay regulation only, which would change this for properties inside it.
It no longer applies. The City page states plainly that grandfathered short-term rental licenses and permits that signed up in July 2015 are now permanently expired. Anyone relying on a historical position should confirm current status with the City rather than assume continuity.
The City page states that short-term rentals must collect transient occupancy tax on all nights of stay, that the rate increased to 12.25% effective January 1, 2019, and that remittance and the TOT form are due no later than 30 days after the end of each quarter ending March 31, June 30, September 30 and December 31. A return is required quarterly even when nothing was rented.
