A manager who works this market can tell you which authority governs your parcel before you finish the sentence. One who cannot is going to learn on your property.

This market crosses two incorporated cities, unincorporated county land and the coastal zone, and the rules differ sharply between them. Pismo Beach states it is not issuing new short-term rental licences. Paso Robles reports non-hosted permits at capacity with a waiting list. The City of San Luis Obispo states non-owner-occupied vacation rentals are prohibited. In coastal county areas a location standard sets a required distance to another vacation rental.
It names the authority, the document and the date. It distinguishes between what the manager knows and what needs confirming with the City or County for your exact parcel. It does not promise an approval, a revenue figure or an occupancy rate on a first call, because none of those can honestly be given before the property has been looked at.
It is also specific about the boring parts. Who cleans, how long a turn takes on a sandy Sunday in July, who checks the drains before the first winter storm, and who answers the phone at nine in the evening when a lock fails. Those answers tell you more about the next three years than any marketing deck.

For a coastal county property the County effectively requires someone close enough to respond. Its user guide asks for certification that local property management services are available 24 hours a day to answer tenant and neighbourhood concerns, and that the contact is notified to owners within 200 feet, the sheriff and the fire agency. Beyond the rule, salt-air maintenance and sandy turn days are hard to run at a distance.
How you block your weeks, how far ahead, and what happens if plans change. Owner use should be decided before a projection is built rather than deducted afterwards, especially here where the weeks a model most wants to sell are August on the coast and October inland. Ask what it assumes rather than what it says. Which comparables, which inputs are observed versus assumed, how many owner nights are removed, which operating costs sit inside it, and what the low case looks like. On this market also ask whether the permit question has been answered for your parcel, because a number for a property that cannot be operated is worth nothing.
