A Montecito parcel is not in the City of Santa Barbara. That single fact changes the authority, the rulebook and the whole operating conversation.

Montecito sits in unincorporated Santa Barbara County, so County Planning and Development is the authority and the City of Santa Barbara’s program does not reach it. Guests come for privacy, calm grounds and Coast Village Road rather than for downtown walkability. The County has not published enough to settle eligibility for a parcel, so a Montecito plan starts with written County confirmation, not with a listing.
Visit Santa Barbara presents Montecito as its own place rather than a Santa Barbara neighbourhood, with Coast Village Road and the Upper Village, trails in the foothills above and beaches below. Guests choosing it are usually choosing a quieter base and a private arrival over a park-once city itinerary, and they notice when a listing borrows downtown convenience it cannot deliver.
That shapes the product. Arrival and gate instructions matter more than proximity claims. Grounds presentation matters more than a bullet list of amenities. Noise, lighting and parking expectations should be written for a residential street, because that is what the guest is buying and what the neighbours will judge.
This is the part owners most often get wrong. The City of Santa Barbara’s statement that short-term rentals are not permitted in most areas of the city does not apply to a Montecito parcel, because a Montecito parcel is not in the city. Nor do the City’s draft Title 30 and Title 28 ordinances.
What does apply is unincorporated Santa Barbara County. On 2026-09-20 the County’s Short-Term Rental Ordinance page exposed nothing beyond a link to its Homestays FAQ, and that FAQ page rendered no content. That is a genuine gap rather than a permission: it means neither eligibility nor coastal-zone treatment can be established from the County’s published pages, and a parcel needs written confirmation from County Planning and Development before anything is planned or marketed.
The coastal zone is a further consideration. The California Coastal Commission’s December 6, 2016 guidance to coastal planning directors states that vacation rental regulation in the coastal zone must occur within a local coastal program or be authorised by a coastal development permit. Where a Montecito parcel falls inside the coastal zone, ask the County how the certified local coastal program treats it.
Montecito spans shoreline and foothill within a short distance, and the operating work differs across that span. Beach-adjacent homes carry the salt, sand and damp problems of the rest of this coast. Foothill homes add storm-runoff observation, drainage and defensible-space review before the driest, windiest weeks.
Private governing documents are unusually likely to matter here. Community covenants, access and gate rules, and insurance conditions can restrict guest parking, arrival times and amenity use regardless of what any public authority says. Read them before the home is marketed.
