The questions that separate a manager who knows this coast from one who knows the word coastal.

Ask the jurisdiction question first and listen to how it is answered. A manager who says “Santa Barbara is fine” without asking whether your parcel is in the City, in Montecito, in Carpinteria or in unincorporated County has told you what you need to know. Then ask for the operating detail: who confirms compliance, who owns the renewal calendar, what the exterior maintenance schedule is, and how owner dates and reporting work.
Ask: which authority governs my parcel, and how will you confirm it in writing? The right answer names the possibilities rather than assuming one. Santa Barbara city, Carpinteria city, Ventura city, Oxnard city, unincorporated Santa Barbara County including Montecito and Summerland, unincorporated Ventura County, plus whether the parcel is inside the coastal zone. A manager who cannot list those has not worked this market.
The follow-up matters as much. Ask what they would do if the answer is the City of Santa Barbara, where the City states short-term rentals are not permitted in most areas. The honest answer is that there is no short-stay path to plan today and a longer-stay conversation is a different product. An answer that finds a way around it is a reason to stop the conversation.

Programs here have moving parts with dates attached. Carpinteria licences renew before June 30 with no grace period. Ventura ran a renewal deadline of August 31, 2026 and reopened new applications on July 13, 2026 within capacity-limited zones. Oxnard maintains a waiting list when a neighbourhood cap is full. Unincorporated Ventura County requires an active TRU permit, a County business license and transient occupancy tax handling together.
So ask who holds the renewal calendar, who files what and by when, who monitors ordinance changes, and what happens if a deadline is missed. Ask for it as a written responsibility matrix rather than a reassurance. The same document should say who confirms the private documents — CC&Rs, condominium rules, lease and deed restrictions — because those are separate from any public permit and can be stricter.
Ask what the exterior maintenance schedule looks like and how often it runs, because on this coast that is where an asset is preserved or quietly degraded. Ask how sand is managed between stays, what the replacement plan is for outdoor furniture and hardware, who clears drains and gutters before the wet season, and how approvals reach you before work starts.
Ask about arrival too. Compact waterfront, harbor and beach-block streets punish vague parking instructions, and in the City of Ventura free unobstructed onsite parking must be continuously available to guests. Ask how parking is described in the listing today and who updates it when access changes.
If you are moving from another manager, ask for a written handoff inventory, the maintenance history, the owner-use calendar, an audit of the claims in the current listing, and confirmation of permit or licence status and renewal dates. A listing that promises a walk to the Funk Zone from a home that is not near it, or parking the parcel does not have, is a liability you inherit.
And ask how reporting works before you sign, not after. You want to know what you will see, how often, and where the property-specific numbers live. On this site they live in the Owner Portal, deliberately, rather than being estimated on a public page.
Which authority governs my parcel, and how will you confirm it in writing? How that is answered tells you whether the manager knows this market or is applying a regional label to a specific address.
Then on what the City publishes today there is no short-stay path to plan around, and a manager should say so plainly. A 30-day-plus stay is a different question with different rules. Treat any confident short-stay plan for a city parcel as a warning sign.
Somebody has to, and it should be written down. Ask for a responsibility matrix covering the renewal calendar, filings, tax registration, ordinance monitoring and the private-document check, with a named owner against each line.
