The short answerThese are unincorporated Coconino County communities, and that single fact changes the whole compliance path. The County runs its own short-term rental ordinance with its own permit, its own neighbour notification and a renewal that requires a brand new application each year. The City of Flagstaff checklist does not apply. Each community is also significant enough to the County to have its own adopted area plan, which is the sourced reason we treat them as a distinct submarket rather than as generic Flagstaff.

Two County communities

Each with its own adopted plan.

Coconino County area plan

Kachina Village

Coconino County maintains both a Kachina Village Area Plan and a Kachina Village Multimodal Transportation Study, which tells you the County treats access and circulation here as a live planning question. For an owner that translates into being precise about the route in, the driveway and what the road is like after a storm.

Coconino County area plan

Mountainaire

The County maintains a Mountainaire Area Plan alongside plans for Fort Valley, Doney Park, Bellemont, Parks and Oak Creek Canyon. Same County programme, same permitting path, and the same need to describe access, utilities and emergency information honestly in the listing.

Operating realities

What changes once you cross the city line.

Sourced from Coconino County pages read on 2026-09-20. Confirm the parcel before you apply any of it, because a Flagstaff mailing address is not proof of jurisdiction either way.

  • County permit, not City licence. The County states that following Arizona legislation giving local jurisdictions more control, the Board of Supervisors adopted an ordinance requiring a permit application and fee. Owners or operators must also notify neighbours, meet building codes, prevent rentals for special events and verify that the owner has not been convicted of particular felonies, with permit suspension and fines for verified violations.
  • Renewal is a fresh application. The County says renewal requires a new application to be filled out, with an annual fee of $250 per the County page checked 2026-09-20. Diary it like a new submission rather than a click-through.
  • Access and utilities are part of the product. A forest-edge parcel means the road, the driveway, the turning space and what happens after snow are all guest-facing facts. So is anything unusual about water or wastewater. Put them in the listing rather than in a follow-up message.
  • Emergency information matters more. Further from town, the practical value of a clear emergency contact, address signage and directions rises. The County's own requirements include neighbour notification, and neighbours out here are often the first people a guest will ask.
  • Fire is a year-round planning item. Fire restriction stages apply to the whole area. Whatever outdoor fire features exist need an owner who tracks the current stage and secures them when it rises.
One thing to confirm with the County. The County's area plans page, read 2026-09-20, states that the Board of Supervisors adopted the Flagstaff Regional Land Use Plan as a minor amendment to the Comprehensive Plan on January 27, 2026, that the plan would take effect on June 3, 2026 after ratification by City of Flagstaff voters, and that until then Regional Plan 2030 continues as the official regional plan document. That effective date has now passed, so ask the County which document is currently controlling for your parcel rather than assuming from the page.

Kachina Village and Mountainaire questions

Do City of Flagstaff short-term rental rules apply out here?

No, assuming the parcel is genuinely outside city limits. Unincorporated parcels fall under Coconino County's own ordinance, which requires a permit application and fee, neighbour notification, compliance with building codes, no rentals for special events and verification that the owner has not been convicted of particular felonies. Confirm jurisdiction from the parcel record first. Checked 2026-09-20.

Is renewing the County permit straightforward?

Treat it as a new submission. The County states that renewal requires a new application to be filled out, with an annual fee of $250 per the County page checked 2026-09-20, and that the process is the same as a new permit application. Put it in the calendar with enough lead time.

Why are these two areas grouped together?

Because Coconino County maintains an adopted area plan for each of them, which is a sourced signal that the County treats them as distinct communities rather than as generic county land near Flagstaff. Kachina Village also has its own multimodal transportation study. We only build an area page where a source supports the distinction. Checked 2026-09-20.
