Travel Paso describes seven wine trails, including Downtown, Adelaida Road, Vineyard Drive, Highway 46 East, Highway 46 West, Backroads, Union Road and Pleasant Valley, with more than 20 tasting rooms among the shops and restaurants of the town square and over 40 grape varieties grown in the region. The regional alliance counts more than 200 wineries.

The Paso Robles Wine Country Alliance names September California Wine Month and October Harvest Wine Month, and also references festivals including BlendFest on the Coast and Paso Wine Fest. That is the inland peak, and it does not line up with the coastal event calendar 40 minutes west.
The rule
Inside the city limits a City permit is required for a short-term rental, whether a homeshare or a non-hosted accommodation, and the City's programme page reports non-hosted permits at capacity with new applicants placed on a waiting list. Owner-occupied homeshare eligibility is a separate City path. A rural address outside the city follows the County process instead.

Use the assessor parcel number rather than the mailing address, and confirm the boundary before assuming either set of rules.

That is the opposite shape to the coastal pattern nearby, so a Paso home and a beach home should not share minimum stays, owner-use windows or pricing assumptions even though they sit in the same market.
