What makes it distinct
Ordinance No. 927.2 defines Wine Country as the Wine Country Winery District, the Equestrian District, the Residential District and North Wine Country, within the Temecula Valley Wine Country Policy Area of the County General Plan.
No more than 129 certificates. A Class II property here also needs at least 50 percent of net acreage planted with vineyards or other agricultural crops, pre-approved building upgrades and a ministerially reviewed site plan.
No more than 8 certificates, the smallest ceiling in Wine Country. Availability here is the exception rather than the rule.
No more than 105 certificates. Ordinary residential neighbors, which is why the noise, lighting, parking and outdoor-fire conditions carry weight here.
No more than 16 certificates, and the ordinance says North Wine Country properties are not eligible for Tier 1 of the selection process.

The guest and the work
The Winegrowers Association counts 47 wineries and describes the region as nestled between the coast and mountains. Guests come for tasting, for a celebration at a nearby venue, or for a sunrise balloon flight that leaves before dawn. All three arrive by car.
Before you count on it
No. The City's own short-term rental page, checked 2026-09-19, directs Temecula Wine Country, De Luz and other unincorporated Riverside County areas to the County. That is why the certificate program applies here and the City prohibition does not. Confirm the parcel boundary rather than relying on a mailing address.
Ordinance No. 927.2, checked 2026-09-19, sets a ceiling per district: no more than 129 in the Winery District, 8 in the Equestrian District, 105 in the Residential District and 16 in North Wine Country. Current headroom is a question for Riverside County Planning.
The ordinance states that short term rental properties in Wine Country shall not be located within a 500-foot radius of any other short term rental property. A neighboring certificate can therefore make an otherwise suitable home ineligible.
