What makes it distinct
The City adopted its ordinance on October 20, 2020, and publishes a zoning map, detector location requirements and a good-neighbor brochure alongside the program.

Hosted rentals, where the owner lives on site, are allowed in residential areas. Non-hosted whole-home rentals are limited to the larger rural and estate zones: ER-1, ER-2 and RR.
Non-hosted units in ER-1 and ER-2 require a 300-foot separation from one another, measured from all property lines. A neighboring permit can make a parcel ineligible for whole-home use.

The guest and the work
Murrieta gives guests a short drive to the Temecula Valley wineries with a different kind of housing stock behind it. The estate and rural zones where whole-home use is allowed tend to mean larger lots, which changes the operating picture.

No. Murrieta is a separate incorporated city with its own short-term vacation rental program. The City of Temecula's prohibition applies only inside Temecula city limits. Confirm which city the parcel sits in before applying either rule.

The City says hosts pay transient occupancy tax through its secure portal. That is separate from Riverside County's arrangement for unincorporated areas and separate again from state sales and use tax, which CDTFA administers.
