Most manager comparisons are about fees. In this valley the more revealing questions are about boundaries, caps and the operating rules that come with a certificate.

The first thing to ask is simple: which authority governs my parcel, and how did you establish that? A manager who answers with a neighborhood name has told you they have not checked. The City of Temecula prohibits short-term rentals inside city limits under TMC 17.06.030, and its own page sends Wine Country, De Luz and other unincorporated areas to Riverside County. Murrieta runs a third program. Those are genuinely different rulebooks, and a manager should say so without being prompted.
In Wine Country the ordinance sets a ceiling per district, requires 500 feet between short term rental properties, and limits any owner or owner entity to two certificates at once. A manager who talks about Temecula Wine Country as an open market has not read it. Ask how they would check the separation rule for your parcel and what they would do if the district is at its cap.
A certificate is not just permission, it comes with operating conditions. On-site parking must be adequate for the maximum approved occupants and off-site parking is not permitted. A Noise Monitor must be installed and kept in continuous operation on the exterior. Quiet hours run 10 p.m. to 7 a.m. under County Ordinance 847, loud or unruly gatherings fall under Ordinance 924, outdoor lighting follows Ordinance 915, and outdoor fire areas may be used only when no fire ban applies, on a non-combustible surface, out when no longer in use or by 10 p.m., whichever is earlier. Ask who installs and monitors what, and who answers the phone at 11 p.m.

This is a wedding destination, and the line between lodging and hosting an event is where owners get into trouble. The official wedding pages describe barrel rooms, ballrooms, vineyards and inns as the venues. A manager should be clear that the home is lodging for attendees, should have language for it in the listing and the house rules, and should know what the County ordinance says about gatherings. Vague reassurance here is a red flag.
Inland heat is the operating reality. Ask what the cooling plan is, what happens when the system fails on a Saturday in July, how pool or spa service is scheduled around reservations, and how patio furniture survives the afternoon wind that keeps balloon flights to sunrise. Ask how approvals reach you before work happens rather than after it appears on a statement.
A manager who produces a confident revenue figure before confirming the parcel's jurisdiction and certificate availability is selling. A good answer sounds more like a sequence: confirm the boundary, confirm eligibility, confirm capacity against the certificate class and the driveway, then model. Ask which comparables they would use and what they would exclude.
Fees matter, but they are the last thing to compare because they are the easiest to compare. Ask what base management covers, what sits in a separate program, and what triggers an additional charge.
