Twelve questions worth asking anyone who wants to run your Sedona home, and what a good answer sounds like. Most of them are about the boring parts, which is where the risk lives.

Start here, because it filters quickly. Ask which authority your parcel answers to and why. A manager who says Sedona and stops has not looked. The right answer names the City of Sedona, unincorporated Coconino County or unincorporated Yavapai County, and explains how they know.
Follow up with what the difference means in practice. Inside the City there is a permit per advertised unit and an Arizona TPT license that has to come first. In unincorporated Coconino County there is a separate permit application with neighbor notification and an annual renewal that requires a new application. In unincorporated Yavapai County only structures permitted as habitable space for overnight occupancy may be used. Different work, different paperwork.

Ask who holds the permit, who is named as the emergency contact, and who watches the expiration date. A City permit expires one year from its active date, the City advises renewing one to two weeks early because it has up to seven business days to approve, and every renewal needs a valid unexpired TPT license. Effective January 1, 2026 late renewals also carry a fee. None of that is hard, and all of it is easy to forget.
Also worth asking: what happens if a renewal is submitted with an error. Since October 23, 2025 the City states that applications or renewals with missing or invalid information are denied, with a corrected first page required. You want to hear a process, not a shrug.
Ask whether they read the HOA documents, and what they do when the language is ambiguous. The City says plainly that it does not enforce or keep copies of HOA rules, so a permit proves nothing about a private restriction. The answer you want is that they read the current documents and get a written interpretation, and that they will tell you if the intended use does not fit.
Sedona's operating year has real edges. Summer pushes activity to early morning and late afternoon and brings storms that arrive quickly. Winter is cool and can affect roads and trails. Ask what triggers an unscheduled property check, who goes, how fast, and how you hear about it.
Ask about lighting too. Sedona has been an International Dark Sky Community since 2014 and the Council adopted a lightscape management plan that year. A manager who knows that will treat exterior lighting as a compliance item rather than a decorating choice.
Ask how owner dates are set and how far ahead they are protected. Ask what the owner statement shows, when it arrives, and how you see a specific charge. Ask which decisions need your approval and which do not, and get that written down before you sign rather than discovered in month three.
That last one matters most. A manager willing to talk you out of something is telling you how they will behave when the answer is inconvenient.
Which jurisdiction the parcel is in, and how they know. The City of Sedona, unincorporated Coconino County and unincorporated Yavapai County run different programs, and a manager who has not checked the parcel record cannot answer anything else reliably.
Ask, rather than assume. Whoever holds it, you want written clarity on who tracks the expiration, who submits the renewal, who supplies the valid TPT license and who bears the cost of a late renewal. The City adds a late fee for renewals filed late from January 1, 2026.
