This is a sequence, not a checklist to tick after launch. Each step depends on the one above it.
Establish the municipality of record for the parcel, not the mailing address. If it is unincorporated, the county is the local authority.
Arizona requires a TPT license for stays under 30 days, reported under the transient lodging classification. Settle who remits on each channel.
In Phoenix that means the SHAPE PHX short-term rental permit, the supporting documents, and the certified-mail notice the City requires before the permit is issued.

Phoenix requires a notice sent by certified mail to neighboring properties and to associations whose boundaries fall within a 600 foot radius of the property, with an attestation of compliance. A public permit does not override a recorded declaration, a condominium rule, a lease or an insurance condition. Private documents are often stricter, and they are the ones that decide what you can actually do.
