The City of Palm Springs states that an application for a property in an Organized Neighborhood at 20% or higher vacation-rental-to-residential-household percentage will be returned, with a wait-list option. It also states that a Vacation Rental Registration Certificate is a privilege, not a right, and that Chapter 5.25 limits vacation rentals and homeshares to single-family dwelling units and prohibits them in apartments. Any projection built before those checks is describing a hypothetical house.
Ask for the Organized Neighborhood name, the current percentage and the date it was read. The City publishes the table and the ONE-PS web map and updates them weekly, so a stale check is not a check.
A projection is a set of assumptions with a total at the bottom. If you cannot see the assumptions, you cannot argue with the total. At minimum, the following should be stated rather than implied.

Several costs here are not optional and not small. Pool service, heating and water run all year. Cooling load in summer is a real line, not a rounding error. The City's certificate file includes a pool certification form and a rental certificate safety inspection form, so safety and inspection work recurs. Transient Occupancy Tax under PSMC Chapter 3.24 is filed monthly, including in months with no guests, which is an administrative cost as well as a tax one.
There is also a per-stay obligation that scales with booking volume: a Contract Summary is required for each guest stay of 28 consecutive days or less, filed through the online business center, and it cannot be submitted retroactively. A model that assumes a high number of short stays is also assuming a high number of filings. Someone has to do them, on time.
The design calendar concentrates in the cooler months. Modernism Week publishes its fall edition as October 15 to 18, 2026 and runs architecture tours seasonally October through May. Summer is a different product built around the pool and the indoors. A projection that flattens that into a single annual average is hiding the shape that matters most to your decision, because the shape is what determines whether your own preferred weeks are expensive ones.
It is not a guarantee, and it is not an approval. Nothing on this public site calculates a property-specific result, and no figure here should be read as one. Because an area estimate is not an estimate of your house. Two homes on the same street can differ on sleeping layout, pool condition, parking, certificate eligibility and how many weeks the owner keeps. This site publishes no occupancy, average daily rate, RevPAR or revenue figures at all. Property-specific results are handled in the Owner Portal under its own permissions.
Treating certificate eligibility as a formality. The City states that an application in an Organized Neighborhood at or above the 20% cap will be returned, and that a certificate is a privilege rather than a right. A projection for a property that cannot obtain a certificate is not conservative or optimistic. It is irrelevant.
Both, clearly separated. Gross booking value flatters; what reaches the owner after channel commission, cleaning, management, taxes and the recurring local costs of pool, cooling and compliance filings is the number that matters. If a projection shows only one figure, ask which one it is.
