Live Oak, Pleasure Point, Seacliff, Aptos, La Selva Beach, Davenport and the San Lorenzo Valley are unincorporated Santa Cruz County, so the County’s Unified Permit Center is the authority rather than either city. The County allocates hosted and non-hosted short-term rental permits by designated area with published caps, applies a block-density rule, and issues on a first-applied, first-issued basis with availability evaluated bi-annually. This is where most of the serviceable inventory on the Santa Cruz side of the bay actually sits.
Visit Santa Cruz County describes surf, sandy beaches, redwood-covered mountains, laid-back towns and organic farms along a 29-mile coastline, and names Pleasure Point, Aptos and Davenport among its places. It calls fall the season with the best weather, with monarch migrations, apple picking and wine harvest.
The guest split is clear. Pleasure Point and Live Oak draw surf-led stays where wet-gear handling matters more than anything decorative. Aptos, Seacliff and La Selva Beach draw family beach weeks with a slower rhythm and longer stays. Inland and in the San Lorenzo Valley the draw is redwoods, and the same home can offer forest in the morning and shoreline in the afternoon — which is worth writing into the guide rather than leaving guests to discover.
The County defines a hosted rental as one where the owner or a long-term resident acting as host occupies one legal bedroom while one to three other legal bedrooms are rented, and a non-hosted rental as a short-term rental of an entire home. Permits are allocated across four areas: the Davenport/Swanton Designated Area, the Live Oak Designated Area, the Seacliff/Aptos/La Selva Beach Designated Area, and everywhere outside a designated area.
The caps published on 2026-09-20 were 3 non-hosted and 4 hosted in Davenport/Swanton, 262 and 18 in Live Oak, 147 and 45 in Seacliff/Aptos/La Selva Beach, and 270 and 185 outside the designated areas. A block density rule prohibits a non-hosted permit on a parcel adjacent to two or more parcels with active non-hosted permits, which means a neighbour’s permit can decide your eligibility. The County states permits are issued first-applied, first-issued with availability evaluated bi-annually, and gives an annual fee of $145.
Several property types are excluded outright. The County states short-term rentals are prohibited within mobile home parks, affordable housing units and apartment buildings, and on properties containing an ADU or JADU. A published cap is a limit, not an announcement of availability — whether room exists in your area today, and what the block-density screen returns for your parcel, are questions only the County can answer.
The California Coastal Commission’s December 6, 2016 letter to coastal planning directors states that vacation rental regulation in the coastal zone must occur within a local coastal program or be authorised by a coastal development permit, and names Santa Cruz County among the communities with certified LCP vacation rental programs going back over a decade. For a coastal-zone parcel here, ask the County how its certified program treats the address.
Operationally this is a damp, cool coast with trees. Salt reaches hardware near the water, moisture and shade matter inland, drains and gutters need clearing before the wet season, and heating matters more than cooling in most of the market. A wet-gear transition point is close to essential at a surf address. Private documents — condominium rules near the beach, community covenants inland, insurance conditions everywhere — are separate controls and are enforced separately.
