Manhattan Beach: the coastal zone decides it

A residential-zone ban that the City says a 2022 Court of Appeal opinion held does not reach the Coastal Zone. One mapped boundary separates a working plan from no plan at all.

The ban, and what it reaches

Ordinance No. 19-0007, adopted April 16, 2019, left intact the prohibition on renting property in residential zones for less than 30 days, extended the prohibition to renters and lessees, and prohibited maintaining advertisements of short-term rentals. Outside the Coastal Zone, that is the position.

Coastal Zone status is a map question

The City directs owners to its zoning map or interactive GIS map to determine whether a property is in the Coastal Zone. It is a mapped boundary, parcel by parcel. A beach-city address is not proof of it and neither is the view.

Licence and tax still apply

The City states that a business license from Revenue Services is required and that transient occupancy tax must be levied, collected and remitted. A favourable coastal-zone answer is the start of the paperwork, not the end of it.

One item is unresolved. The City page describes a temporary allowance outside the Coastal Zone for the 2026 FIFA World Cup as a Council item, with a public hearing notice listed as coming soon. As of 2026-09-20 the page records no outcome. Treat it as open and confirm in writing with the City rather than assuming it was adopted.

What a Manhattan Beach stay asks of the home.

A walkable, calmer South Bay base. Downtown, the strand and the pier are the draw, and the guest measures the home by how far it is from them on foot. Write the walk, not the drive.
Parking is the recurring problem. Blocks are narrow and spaces are scarce. Count the real spaces, note whether they are tandem or street-only, and put it in the listing before a guest arrives with two cars.
Complaints are a regulatory matter here. In a city that regulates short-term rentals this tightly, neighbour complaints reach a file. Quiet hours, waste timing and clear guest instructions protect the arrangement as much as the review.
If the parcel is outside the Coastal Zone, the plan is a 30-night-plus stay. That is lawful in far more of this city than a short stay, and it is a real business rather than a consolation. It needs internet, a desk, laundry and a working kitchen.
Salt still sets the maintenance cycle. Exposed hardware, fixings and outdoor fabric age faster than inland. Plan inspection and replacement by exposure.
