Which rules apply to a Lake Arrowhead, Crestline or Twin Peaks vacation rental: the San Bernardino County permit, Mountain Region standards and private documents.

Most California short-term rental questions begin with "which city?". Here the answer is none of them. These are unincorporated mountain communities, and San Bernardino County says short-term rentals are only allowed in its Mountain and Desert Regions and require a permit for the advertising and the rental use of a home for 30 consecutive calendar days or less. Settle that the parcel is unincorporated and inside the Mountain Region before you read anything else, because nothing below applies outside that scope, and nothing here carries over to an incorporated city elsewhere in the County.
This is the step people skip, and it is the one that costs money. The County limits permits by parcel and by owner: at most two on a parcel of two acres or greater, one on a parcel under two acres, and no owner may hold more than two in total, including partial ownership, unless the permit predates the July 2022 ordinance update. An individual unit inside a multi-family residential project is not eligible at all. Neither is an alternative shelter such as a travel trailer, RV, tent, yurt or recreation cabin. Permits do not transfer with a sale, so a buyer starts a fresh application, and cannot even submit it until the grant deed is recorded in County records. Registration and submission run through EZ Online Permitting. Staff review the application for applicability and completeness, assign fees, take payment, carry out an exterior inspection with a pass or fail result, and issue the permit. New applications carry two notice periods that owners often do not expect: surrounding property owners get 20 calendar days to comment after a project notice, and the permit-issuance notice carries a 30-day appeal window before the permit takes effect. A failed inspection gives 30 days for minor corrections, while serious violations can mean immediate denial. Fees effective 1 July 2026 run from $550 for a renewal with no changes to $1,144 for a new application, with a one-time $150 credit for installing an approved outdoor noise monitoring device; the County states fees are subject to change. Several County rules exist specifically because of where these homes are. Solid-fuel outdoor fireplaces, chimineas, barbecues and fire pits are prohibited in the Mountain Region. Animal-proof trash containers are required unless the approved hauler discourages them. Parking areas must be kept free of obstructions, expressly including excessive amounts of snow, and a snow-removal contact name and phone number must be posted inside the unit alongside the permit, an evacuation map on or beside the front door, the approved overnight occupancy, the parking areas, utility shut-off locations and a property boundary map. Occupancy itself is derived from bedrooms verified against Assessor and Building records, and advertisements may not exceed the approved number. The full dated list is on the regulation watch.
Compliance with the County's Uniform Transient Occupancy Tax is a permit requirement and a TOT certification is part of the application packet. The County routes rate and filing questions to the Treasurer-Tax Collector. California itself runs no statewide lodging tax: the Department of Tax and Fee Administration administers sales and use tax and a set of special taxes and fees, and does not list transient occupancy tax among them. Rental income is a different question again, and one for your own adviser.
A County permit does not make a rental permissible under an HOA, a set of CC&Rs, a deed restriction or a private-road agreement, and it says nothing about lake use. The Arrowhead Lake Association states that residential property owners in Arrowhead Woods are eligible for membership except Lakewood tracts A and B, and that membership is required for boating access. Its membership page does not address renters, guests or tenants. A lakefront home with a County permit can still have no marketable guest boating right, so read the documents before the photographs are taken.
