Choosing a High Desert vacation rental manager.

Start with the questions that have right answers

1. Which authority governs my parcel? Joshua Tree, Yucca Mesa, Flamingo Heights, Landers and most of Pioneertown are unincorporated San Bernardino County. Yucca Valley is an incorporated Town. Twentynine Palms is an incorporated City.
2. Am I eligible? In County territory, one permit on a parcel under 2 acres, two at 2 acres or more, and no owner eligible for more than two County permits in total.
3. What occupancy will I be permitted? Bedroom count as the Assessor records it, a 12-occupant ceiling, and a further limit from approved on-site parking.
4. Can I advertise yet? Not before the permit or licence is issued, in both County territory and Twentynine Palms.
5. What must the advertisement say? In County territory, the maximum permitted occupants and vehicles.
6. Where does transient occupancy tax go? Locally — County Code section 14.0203, Town of Yucca Valley Finance, or Twentynine Palms Municipal Code Chapter 3.24. There is no state transient occupancy tax.

Then the operating questions

1. What is your response plan when the air conditioning fails in August? Ask for the actual sequence and the actual timeframe, not a reassurance.
2. Who answers the 24-hour contact number? It is a County requirement and a Twentynine Palms requirement, and it needs to be a person.
3. How do you handle the posted interior notice and evacuation map? These are inspected items, not decoration.
4. How is my own calendar protected once the October-to-May season loads?
5. What is the summer strategy for this specific house? Discounted short stays, a longer-stay approach or a maintenance pause are all defensible. "We keep the rate up" usually is not.
6. What have you read about my property that I did not tell you? Parcel acreage, recorded bedroom count, HOA status and road access are all discoverable. A manager who has looked is a manager who will keep looking.

Three answers that should worry you

"The High Desert rules are basically the same everywhere." They are not. Three authorities, three instruments, and only one of them has the permit caps.

"We can get the listing up while the permit goes through." County rules prohibit advertising before approval, and Twentynine Palms says listing or advertising before both licences are issued is illegal.

A confident revenue figure produced before anyone has checked the parcel. If the number arrives before the eligibility answer, it was not built from your property.

What to bring to the conversation

The street address and parcel number, the recorded CC&Rs and any deed restrictions, how many other County short-term rental permits you hold, your own calendar, recent operating costs, and an honest list of what the house does well. That is enough for a real conversation and short of anything a public page can answer.
