The Idyllwild restricted area
County Planning lists Idyllwild alongside Wine Country and Thousand Palms as an area with extra limits. The Idyllwild numbers are their own; the Wine Country figures do not apply here.
County Planning states that the cap of short-term rentals allowed in Idyllwild is 500. Ordinance No. 927.3 describes the same figure as roughly 14 percent of the existing single-family residential units in Idyllwild as of the ordinance's effective date. Owners holding an approved certificate as of that date are excepted from the cap.

Short-term rentals may not be located within a 150-foot radius of any other short-term rental. The ordinance says the radius is measured from the property line of the desired short-term rental, and the County shall deny the certificate if that radius includes any portion of a property that already holds one. A neighbour's certificate can make an otherwise suitable cabin ineligible.

No owner or owner entity may hold more than two short-term rental certificates in Idyllwild at the same time, with holding defined to include any ownership interest. Owners who already held more than two on the ordinance's effective date may keep renewing them but cannot be approved for additional Idyllwild certificates.

When certificates are at the cap the County does not take new applications for the area. Ordinance No. 927.3 says the County evaluates in January and July of each calendar year whether the number of certificates has fallen below the Idyllwild cap, publishes notice of a lottery application period for at least 30 days, then opens the application period for 30 days. The most recent Tier 2 application period the County's program page lists ran from August 19, 2026 to September 17, 2026. Renewals in Idyllwild are not subject to lottery selection, but they must still meet the additional Section 11 requirements. Ask County Planning where the count stands before you plan around a window.
Scheduled changes
Until then, the County program page links Ordinance No. 927, as amended through 927.2, as the short-term rental ordinance. County Planning states that the Board of Supervisors adopted Ordinance No. 927.3 on Tuesday, August 25, 2026 under Board agenda item 3.74, and that it is scheduled to take effect September 24, 2026. Reading the published 927.3 text on 2026-09-20, the Idyllwild cap, the 150-foot separation and the two-certificate limit carry across unchanged.
County Planning states plainly that the renewal grace period has been eliminated and that certificates must be renewed prior to their expiration date. A certificate expired for 90 days or more requires a new initial application and initial registration fee. Per the County program page checked 2026-09-20.
The program page shows a current initial application fee of $740 and an annual renewal fee of $540. Under Ordinance No. 671.25, which the County says is effective October 25, 2026, it lists updated registration fees of $1,077 initial and $775 for renewals. Per the County program page checked 2026-09-20; confirm the figure that applies on the day you file.
The three Idyllwild numbers sit on top of general provisions that apply to every unincorporated short term rental, and reading the published 927.3 text on 2026-09-20, several of those are rewritten. Hosted Stay becomes a status the Planning Department must verify and designate, and may suspend or revoke at any time on violation; where it applies the occupancy ceiling rises to twelve on half an acre or less, eighteen up to two acres and twenty-two above that, against an unchanged base of ten, sixteen and twenty at 200 square feet per person. A short term rental is redefined as a stay of less than thirty consecutive calendar days and twenty-nine nights total, and renting on an hourly basis is expressly prohibited. A new Urgent Circumstance provision lets the Code Enforcement, Planning or TLMA director immediately suspend or revoke a certificate under the summary abatement process of Ordinance No. 725. Notice is newly defined to include a notice of violation, a cease and desist letter or an administrative citation, and the required identification sign must now carry lettering large enough to be read from the public right-of-way. Administrative citations are unchanged at $1,500, $3,000 and $5,000, and the responsible guest age is unchanged at 21 outside Wine Country. All of this is scheduled for September 24, 2026, not current law.

927.3 adds a minimum-use rule to the Idyllwild section that Ordinance No. 927.2 does not carry: to maintain a Short Term Rental Certificate in Idyllwild, a Responsible Operator must rent the short term rental to guests a minimum of four times per year. The added-restriction sections of 927.3 name only Wine Country and Idyllwild, and the same four-rental minimum is added to the Wine Country section. Nothing else in the Idyllwild section changes: the cap of no more than 500, the 150-foot radius measured from the property line, the two-certificate ownership limit and the January and July Tier 2 evaluation are all reproduced. Steps in order
Establish that the address is in unincorporated Riverside County and find out from County Planning whether it falls inside the mapped Idyllwild policy area, which the ordinance defines as the communities of Idyllwild and Pine Cove. The County's zoning and parcel lookup is a research starting point, not a determination. The County also publishes a public portal map showing which properties hold a current certificate.
Ask whether the area is at its cap, whether any certificated property sits within 150 feet, and whether you or your entity already hold Idyllwild certificates. If the cap is full, the next opportunity is a Tier 2 lottery window that only opens after a January or July evaluation.
A transient occupancy tax certificate from the Treasurer-Tax Collector is part of the County's application package, obtained by submitting the TOT registration form. Ordinance No. 927 says that for the purposes of Ordinance No. 495 only, a short term rental qualifies as a hotel, and makes the operator responsible for collecting and remitting the tax and any TBID or TMD assessments.
Submit through the County's online portal with proof of ownership, the tax certificate, the written authorization form, the indemnification and hold harmless agreement and the self-certification checklist. The certificate is awarded after Planning approves the application and Code Enforcement passes an inspection covering the exterior sign, on-site parking and a working noise monitor. Advertising before the certificate is issued is unlawful.
Post inside the cabin the responsible operator and local contact details, the Sheriff, manager and 24-hour Code Enforcement numbers, the County's emergency alert website, an evacuation plan showing extinguisher locations and interior and exterior exit routes, the parking count and location, the operational requirements and the trash day. Mount the exterior identification sign, which must be readily visible and measure two square feet, or one foot by two feet.
Operating standards
Occupancy is 200 square feet per person, capped by lot size: ten occupants on half an acre or less, sixteen up to two acres, twenty above that, and the Planning Department for anything larger. Above ten occupants the Building Official's pre-approved upgrade list applies. Outside Wine Country, the responsible guest must be at least 21 years old.
Adequate on-site parking for the maximum approved occupants; off-site parking is not permitted. Quiet hours run 10 p.m. to 7 a.m. under Ordinance No. 847, loud or unruly gatherings fall under Ordinance No. 924, and a noise monitor must be installed and kept in continuous operation on the exterior. Outdoor lighting follows Ordinance No. 915.
Outdoor fire areas are permissible only when no state or local fire ban applies, must sit on a non-combustible surface, and must be out when no longer in use or by 10 p.m., whichever is earlier. Cleared snow may not be pushed into the right-of-way beyond three inches of added depth, and may never be piled over a fire hydrant or standpipe. Pets must be secured on the property.
Code Enforcement runs the inspection programme and takes complaints on a 24-hour hotline. Ordinance No. 927.3 sets administrative citations at $1,500 for a first violation, $3,000 for a second violation at the same property within one year, and $5,000 for each additional violation.
