Four communities, four different answers. In two of them a new short-term rental permit may not be available at all, and in a third the use is stated to be prohibited unless the owner lives there.

Owners often buy on the strength of a region. Here the region contains at least four separate rulebooks inside a half-hour drive. Two of the four communities in this market are not cities at all: Avila Beach and Cayucos are unincorporated, so the County governs them and the County's rules look nothing like a city ordinance. Paso Robles sits inland with a wine-country economy and a city programme of its own. A short-term rental strategy built on the phrase Central Coast will not survive contact with a planning counter.
The City's page separates vacation rentals from short-term rentals. Vacation rentals are described as permitted within the C-1, RR and R-4 zone districts in the downtown core, and as not requiring the owner to live in the rental. Short-term rentals are described as rentals for less than 30 consecutive days permitted primarily in residential zones, with the page naming R-1, R-2, R-3, OS-1 and OS and restricting them to specific addresses.
The important line for a buyer is this one: the City states that effective November 7, 2023, new short-term rental licences in the City are not being issued, per Ordinance O-2023-006, adopted in November 2023. Where a use is permitted, Planning Division approval comes first, then a business licence and a transient occupancy tax certificate from the Finance Department. Do not assume an existing authorisation travels with a sale; ask the City in writing.
Inside the city limits a City permit is required for a short-term rental, whether it is a homeshare with the owner present or a non-hosted accommodation. The City's programme page reports non-hosted permits at capacity and places new non-hosted applicants on a waiting list; owner-occupied homeshare eligibility is a separate path. A waiting list is not a permit, and it is not a timeline you can plan a purchase around. Note also that a wine-country address is often outside the city limits, in which case the County rules apply instead.
For a parcel confirmed as unincorporated, the County issues a zoning clearance to rent an entire house for less than 30 days, and runs separate coastal, inland and Williamson Act tracks. Avila Beach and Cayucos are coastal. The County states that a vacation rental is not allowed in an accessory dwelling unit, a guesthouse or agricultural worker housing.
The County's own user guide is the document to read. It says Cambria and Cayucos properties need a vacation rental zoning clearance, business licence and transient occupancy tax certificate where the property complies with Coastal Zone Land Use Ordinance Section 23.08.165, and that the location standard at 23.08.165c(1)(2) can be modified through a Minor Use Permit. Avila Beach follows the same shape under 23.08.165c(3). A Minor Use Permit is required for other coastal communities such as Los Osos, Oceano and San Simeon, and for rural areas.
Two consequences matter for an owner. First, the location standard sets a required distance to another residential vacation rental, so a neighbour's existing approval can make your parcel ineligible. Second, the guide states that a business licence goes inactive after 12 months if it is not renewed, that a new zoning clearance is then required and must meet all standards including that distance, and that the licence cannot be transferred to a new owner. An inherited or lapsed approval is not a safe assumption.
Where a parcel is inside the coastal zone, the Coastal Act is in the picture. In a 2016 guidance letter to coastal planning directors, the Coastal Commission wrote that vacation rental regulation in the coastal zone must occur within the context of the local coastal program and/or be authorised by a coastal development permit, because regulating these rentals changes the intensity of use and of access to the shoreline. The letter says the Commission does not believe regulation outside that context, giving outright bans through other local processes as its example, is legally enforceable in the coastal zone, and that it has not historically supported blanket bans. It also says restrictions may be appropriate where a community already has an ample supply and further proliferation would impair community character or other coastal resources.
Read that as background for why coastal county rules take the shape of standards and separation distances rather than a simple yes or no. It does not authorise any individual property, and none of it is legal advice.
Transient occupancy tax does not appear among the programmes the California Department of Tax and Fee Administration administers. It is registered and paid locally, through the city or the County Tax Collector covering your parcel. Confirm the rate and the filing schedule with that authority, and get in writing what each booking channel collects and remits on your behalf.
Then there is the gate that has nothing to do with government. CC and Rs, association rules, condominium documents, leases, deed restrictions and recorded instruments can bar rental use, cap guest parking or close amenity access even where a permit exists. Insurance belongs in the same review. Ask the association for a written determination rather than relying on what a neighbour tells you.

Pismo Beach or Paso Robles requirements do not carry over.
Check with the City before you commit. The City's page states that effective November 7, 2023, new short-term rental licences are not being issued per Ordinance O-2023-006. It separately describes vacation rentals as permitted within the C-1, RR and R-4 zone districts in the downtown core, which is a different category with different zones. Ask the City which category, if either, your exact address falls into. Read 2026-09-20.
No, and this catches people out. Private governing documents operate separately. CC and Rs, association rules, condominium documents, leases, deeds and recorded restrictions can bar rental use, limit guest parking or close amenity access even where a public permit exists. Get the current documents and a written determination from the association before you market the home, and check your insurance terms at the same time.
